Beyond the Myth of Non-Western Bureaucracies
A study by Marlene Jugl of Bocconi challenges broad labels such as “Asian model,” “Latin American bureaucracy” or “post-communist administration.” Using data from 29 countries, it shows that public administrations are far more diverse than these categories suggest. By focusing on citizen orientation and structural concentration, the research reveals major differences within regions and calls for more evidence-based classifications to guide policy reforms.
